How to add formular to conditional formatting?

In imported excel it has some formula similar to this: =AND(G$3>=$C4,G$3<=$D4)
as a conditional formatting.

Is there any way to apply this within spreadsheets?

My intention is I’m trying to make a project plan schedule without actual date

We do not support this type of conditional formatting yet.
