When I share the public link, all the data in the Vlookup column are OK. However, if the viewer use the group function, the column values don’t appear and seem looking for the reference data:
For views with Grouping, there is implicit sorting of data by Group by column/field. Formulas are translated on sort and may give incorrect results.
To avoid this issue, use named-ranges or absolute references in formulas.

Request you to share VLOOKUP formula both in view with grouping and without grouping ( where it works as expected ), to troubleshoot this issue further.
Also, does the VLOOKUP work on cross-sheet cell references. If yes, is the referenced sheet also included when enabling public-share.
